To survive, it’s going to take everything we’ve got.** This document provides a brief introduction to Extinction Rebellion, along with links to more detailed information about the movement and suggestions for how you can get involved. # What is Extinction Rebellion ? Extinction Rebellion (XR) is an international movement using non-violent direct action to persuade governments to act on the Climate and Ecological Emergency. On **31st October 2018**, Extinction Rebellion UK announced a [Declaration of Rebellion](https://rebellion.earth/declaration/) against the UK government. 94 academics supporting this declaration signed a [first](https://www.theguardian.com/environment/2018/oct/26/facts-about-our-ecological-crisis-are-incontrovertible-we-must-take-action) open letter to the Guardian saying: > When a government willfully abrogates its responsibility to protect its citizens from harm and to secure the future for generations to come, it has failed in its most essential duty of stewardship. The ‘social contract’ has been broken, and it is therefore not only our right, but our moral duty to bypass the government’s inaction and flagrant dereliction of duty, and to rebel to defend life itself. A [second](https://www.theguardian.com/environment/2018/dec/09/act-now-to-prevent-an-environmental-catastrophe) open letter soon followed on December 9th of the same year. These letters did not only resonate in the UK. Within a few weeks XR had spread to lots of other countries, and in **January 2019** XR Belgium was formed. Extinction Rebellion is now active in 56 countries, with 645 local groups (and counting) working relentlessly to build this global movement. ### Previous national actions by XR Belgium {% tabs %} {% tab title="Royal Rebellion" %} On **October 12th 2019,** XR Belgium came together in our first national mass-mobilisation action: the **Royal Rebellion**. We occupied the Place Royal in Brussels and organised people's assemblies there on different topics. Police decided to end our action and unfortunately used [illegal violence](https://plus.lesoir.be/253779/article/2019-10-15/extinction-rebellion-lettre-philippe-close) to achieve this. {% endtab %} {% tab title="Extension of the Rebellion" %} On **December 20th**, we gathered on the Grand Place to renew our declaration of Rebellion in a collective performance called [**Extension of the rebellion**](https://www.extinctionrebellion.be/en/extension-rebellion/). The local authorities chose to cover our voices with loud Christmas music. But we will not be silenced. {% endtab %} {% tab title="Salon of Lies" %} On Saturday **18 January 2020,** Extinction Rebellion Belgium carried out the action "[**Salon of Lies**](https://www.extinctionrebellion.be/en/autosalon/)" to correct the deceitful image the car industry portrays of itself. This action of mass civil disobedience denounced the many lies which car manufacturers keep selling to the public to increase their sales at the cost of the environment, people's health, and social justice. {% endtab %} {% tab title=""Tell the truth" campaign" %} On April 14 **​**at 10:30, ​Extinction Rebellion Belgium has published a **​fictional video speech by Prime Minister Sophie Wilmès on its online channels​.** In this fake speech, our PM acknowledges that the current pandemic and the climate and ecological crisis has combined origins. She introduces a fundamental democratic renewal: political decision-making power to design such a recovery plan will be handed over to a Citizens' Assembly. In the following days, rebels have published their own videos in which they share their questioning of Prime Minister Sophie Wilmès. {% endtab %} {% tab title="Our future, our choices" %} 14 days of Cascading Rebellion from 2020 June 15– 27th... Business as usual has led to these crises, let's move on to something else! With *Our Future – Our Choices*, Extinction Rebellion Belgium is calling on everyone to stop the rushed race to "return to normal", and to take stock of our society. The campaign was developed over 3 stages of increasing intensity which culminated on 27 June with a big action of civil disobedience in Brussels. {% endtab %} {% tab title="Money Rebellion" %} On April 1st 2021, XR Belgium took part in an international wave of action against the funding of Ecocide by banks. We attempted to occupy lobbies of ING, KBC and Euroclear, but they closed their doors and we took the matter to the streets. {% endtab %} {% tab title="Time for Rage" %} On November 6, 2021, we tried to show our rage against the inaction of our politicians while the COP26 meeting was taking place in Glasgow. Our demand was to set up a Citizens' assembly in Belgium to define the measures to be taken to face the climate emergency. The police were present in force to prevent us from carrying out this action. 238 people were arrested, the rue de la Loi was blocked for 2 hours. {% endtab %} {% endtabs %} ### Code Red Since 2022, the local groups of Extinction Rebellion Belgium have decided to join forces with Code Red, a movement supported by various organizations, to block fossil fuels industries in Belgium via massive public mobilization. Conventional campaigning has failed. Carbon emissions have increased by 60% since scientists first warned of ecological collapse in 1990. TELL THE TRUTH** All institutions must communicate the danger we are in. We must be clear about the extreme cascading risks humanity now faces, the injustice this represents, its historic roots, and the urgent need for rapid political, social and economic change. **2. ACT NOW** Every part of society must act now to reduce greenhouse gas emissions to net zero by 2025\* and begin protecting and repairing nature immediately. The whole of society must move into a new precautionary paradigm, where life is sacred and all are in service to ensuring its future. **3. DECIDE TOGETHER** We demand a culture of participation, fairness and transparency. The Government must create and be led by a Citizens’ Assembly on Climate and Ecological Justice. Only the common sense of ordinary people will help us navigate the challenging decisions ahead. \*When XR was launched in 2018, 2025 was a realistic date, seven years in the future, with time to do what was needed. We keep this target to show how much time has been lost. # How do we organise? ### Organisational Structure We work in **ways called** [**Self-Organising Systems**](https://www.extinctionrebellion.be/en/self-organising-system/)**,** i.e. decisions are made by those with the mandate for specific tasks. This means that decisions are made by small circles of people instead of large group consensus. Each circle has one or two coordinators who are responsible for ensuring that the group meets regularly, fulfills its mandate and stays in touch with other circles. \ Local groups organize autonomously. When their sizes increase they can decide to form circles with mandates. For example, there could be the recruitment circle, in charge of recruiting new members and integrating them into the group. There could be a commincation circle, that will handle the social media, or communicating with the press.... All those groups are fluids and adaptable to the energy present and needs coming from the entire local group. Collectives are groups taht are united by a shared interest in a specific topic. For example, Growth Kills is going to center their actions on denouncing overconsumption and advocating to stop using economic growth as an indicator of prosperity. We also have a few structure that operate at a national level : Finance, Legal, IT... to preserve ressources where it makes sense. Local groups and collective meet regularly online to keep in touch and coordinate when necessary. You can be part in as many goups as you'd like but we advise you to first get in touch with the local group closer to you. L’écho de ces lettres a largement dépassé le Royaume-Uni. En quelques semaines, Extinction Rebellion s'est répandu dans de nombreux autres pays et, en janvier 2019, Extinction Rebellion Belgium a été créé. Extinction Rebellion est maintenant actif dans 56 pays, avec pour l'instant 645 groupes locaux qui travaillent sans relâche pour bâtir ce mouvement mondial. ### Actions précédentes {% tabs %} {% tab title="Royal Rebellion" %} Le **12 Octobre 2019**, XR Belgique s'est rassemblée pour notre première action de mobilisation de masse : La [***Royal Rebellion***](https://www.extinctionrebellion.be/fr/royal-rebellion/). Nous avons occupé la Place Royale à Bruxelles et y avons organisé des assemblées populaires sur différents sujets. Cette action de désobéissance civile de masse a dénoncé les nombreux mensonges que les fabricants automobile continuent de servir au public afin d'augmenter leur ventes aus dépends de l'environnement, de notre santé, et de la justice sociale. {% endtab %} {% tab title="Campagne "Dire la vérité"" %} Le 14 avril, à 10h30​, Extinction Rebellion Belgique a publié **​ la vidéo d’un discours fictif de la Première Ministre Sophie Wilmès​.** Dans cette fausse intervention, notre Première Ministre reconnaît que la pandémie actuelle et la crise climatique et écologique ont des origines communes. Elle y dit vouloir instaurer un profond renouveau démocratique : le pouvoir de décision politique pour concevoir ces solutions sera confié à une assemblée de citoyennes et citoyens. Les jours suivants, des rebelles ont publié leur propres vidéos dans lesquelles ils partagent leur interpellation à la Première Ministre. {% endtab %} {% tab title="Notre avenir - nos choix" %} Un moment Charnière Historique pour l'Humanité... 14 jours de Rébellion en Cascade du 15 au 27 juin... La normale causait des crises, passons à autre chose ! Avec *Notre Avenir - Nos Choix*, Extinction Rebellion Belgique appelle tous les habitant.es du pays à marquer un arrêt dans la course effrénée au "retour à la normale" afin de faire l'inventaire de ce qui nous constitue en tant que société et à choisir: conserver, ou abandonner. 3 grandes étapes ont élevé successivement le niveau d'intensité de cette campagne, qui a culminé le 27 juin avec une grande action de désobéissance à Bruxelles. {% endtab %} {% tab title="Money Rebellion" %} Le 1er avril 2021, XR Belgium a participé à une vague d'action internationale contre le financement d'ecocides par le secteur bancaire. Nous avons tenté d'occuper les lobbies d'ING, KBC et Euroclear, mais ils ont fermé leurs portes d'eux mêmes et l'action a été menée dans la rue. {% endtab %} {% tab title="Time for Rage" %} Le 6 novembre 2021, nous avons tenté de montrer notre rage face à l'inaction de nos hommes et femmes politiques alors que la réunion de la COP26 se tenait à Glasgow. Notre demande était d'instaurer une assemblée citoyenne en Belgique pour définir les mesures à prendre face à l'urgence climatique. La police était présente en force pour nous empêcher de mener à bien cette action. 238 personnes ont été arrêtées, la rue de la Loi a été bloquée pendant 2 heures. {% endtab %} {% endtabs %} ### **Code Rouge** Depuis 2022, les groupes locaux d'Extinction Rebellion Belgique ont décidé de mettre leurs forces au service de Code Rouge, un mouvement soutenu par diverses organisations, utilisant les actions de masse pour bloquer des sites clés de l'industrie fossile . Pour l'avenir de nos enfants.** # Pourquoi devons-nous nous rebeller ? Nous ne nous laisserons pas docilement conduire vers l’extinction de l’espèce humaine et de toute vie sur terre par les élites et les politiciens. Les campagnes conventionnelles ont échoué à changer le système. Les émissions de carbone ont augmenté de 60% depuis que les scientifiques nous ont mis en garde contre l'effondrement écologique en 1990. [Le taux d'extinction des espèce continue à augmenter. ](https://ipbes.net/news/Media-Release-Global-Assessment-Fr) Nous travaillerons ensemble avec amour, compassion, résilience et paix, en ayant recours à la désobéissance civile non-violente, fidèles à l'esprit de toutes celles et ceux qui ont combattu avant nous pour nos libertés. Nous appelons chacun d'entre vous, quelles que soient vos convictions politiques, à se joindre à nous dans la lutte pour la protection de la vie sur terre. DITES LA VÉRITÉ** Toutes les institutions doivent faire connaître le danger qui nous menace. Nous voulons la clarté sur les risques extrêmes en cascade auxquels l'humanité est désormais confrontée, sur l'injustice que cela représente, sur ses racines historiques et sur la nécessité urgente d'un changement politique, social et économique rapide. **2. AGIR MAINTENANT** Chaque partie de la société doit agir maintenant pour réduire les émissions de gaz à effet de serre à zéro net d'ici 2025\* et commencer à protéger et à réparer la nature immédiatement. L'ensemble de la société doit entrer dans un nouveau paradigme de précaution, où la vie est sacrée et où chacun·e est au service de son avenir. **3. DECIDER ENSEMBLE** Nous exigeons une culture de la participation, de l'équité et de la transparence. Le gouvernement doit créer une Assemblée des citoyen·nes pour la justice climatique et écologique et la diriger. Seul le bon sens des gens ordinaires nous aidera à prendre les décisions difficiles qui nous attendent. \*Lors du lancement de XR en 2018, 2025 était une date réaliste, sept ans dans le futur, avec le temps de faire ce qui était nécessaire. Nous conservons cet objectif pour montrer combien de temps a été perdu.
# Comment s'organise-t- on ? ### Structure organisationnelle Nous voulons construire un mouvement participatif, décentralisé, transparent et inclusif. Mais il est également nécessaire de pouvoir prendre des décisions rapides dans des circonstances imprévisibles. Notre organisation, le [Self Organising System](https://www.extinctionrebellion.be/en/self-organising-system/) c'est à dire que les décisions sont prises par ceux ayant reçu le mandat de cette tâche particulière. Ceci veut dire que les décisions sont prises par de petits cercles de gens et non par un large consensus. Chaque cercle a un ou deux coordinat.eur.rice.s qui s'assurent que le cercle se réunit régulièrement, reste en contact avec les autres cercles et remplit ses mandats. Les groupes locaux s'organisent de manière autonome. Lorsque leur taille augmente, ils peuvent décider de former des cercles avec des mandats. Par exemple, il peut y avoir un cercle de recrutement, chargé de recruter de nouveaux membres et de les intégrer dans le groupe. Il pourrait y avoir un cercle de communication, qui s'occuperait des médias sociaux ou de la communication avec la presse.... Tous ces groupes sont fluides et adaptables à l'énergie présente et aux besoins émanant de l'ensemble du groupe local. Les collectifs sont des groupes unis par un intérêt commun pour un sujet spécifique. Par exemple, Growth Kills va centrer ses actions sur la dénonciation de la surconsommation et l'arrêt de l'utilisation de la croissance économique comme indicateur de prospérité. Nous avons également quelques structures qui opèrent au niveau national : Finance, Juridique, IT... pour préserver les ressources là où cela fait sens. Les groupes locaux et les collectifs se réunissent régulièrement en ligne pour rester en contact et se coordonner si nécessaire. Vous pouvez participer à autant de groupes que vous le souhaitez, mais nous vous conseillons d'abord de prendre contact avec le groupe local le plus proche de chez vous. Extinction Rebellion (XR) is een internationale beweging die geweldloze directe actie gebruikt om overheden te overtuigen actie te ondernemen tegen de Klimaat en Ecologiche noodsituatie Op **31 oktober 2018** verkondigde Extinction Rebellion UK haar [Declaration of Rebellion](https://rebellion.earth/declaration/) tegen de regering van het VK. 94 wetenschappers die deze verklaring ondersteunden stuurde een [eerste](https://www.theguardian.com/environment/2018/oct/26/facts-about-our-ecological-crisis-are-incontrovertible-we-must-take-action) open brief naar de Guardian waar in stond: > Wanneer een regering opzettelijk haar verantwoordelijkheid ontloopt om haar burgers te beschermen en de toekomst voor de komende generaties veilig te stellen, heeft ze haar meest essentiële plicht tot rentmeesterschap verzaakt. Het ‘sociale contract’ is verbroken en het is daarom niet alleen ons recht, maar ook onze morele plicht om de passiviteit en flagrante plichtsverzuim van de regering te omzeilen en in opstand te komen om het leven zelf te verdedigen. Een [tweede](https://www.theguardian.com/environment/2018/dec/09/act-now-to-prevent-an-environmental-catastrophe) open brief volgde al snel, op 9 december 2018. Deze brieven sloegen niet alleen aan in het VK. Binnen een paar weken had XR zich verspreid naar heel wat andere landen, en in januari 2019 werd XR België gevormd. Ondertussen is Extinction Rebellion actief in 56 landen, met 645 lokale groepen die met man en macht aan deze wereldwijde beweging bouwen. ### Eerdere acties door XR België {% tabs %} {% tab title="Royal Rebellion" %} Op **12 oktober** **2019** kwamen we met XR België samen voor onze eerste nationale massamobilisatie-actie: de [***Royal Rebellion***](https://www.extinctionrebellion.be/nl/royal-rebellion/). We bezetten het Koningsplein en organiseerden er burgervergaderingen over verschillende thema's. Politie beëindigde onze actie, en gebruikte helaas [illegaal geweld](https://plus.lesoir.be/253779/article/2019-10-15/extinction-rebellion-lettre-philippe-close) om dat te realiseren. Maar als beweging blijven we groeien, en nieuwe acties worden georganiseerd! {% endtab %} {% tab title="Verlenging van de Rebellie" %} Op **20 december 2019** verzamelden we op de Grote Markt te brussel om onze Verklaring van Rebellie te vernieuwen. We deden dat in een collectieve uitvoering genaamd [**Verlenging van de Rebellie**](https://www.extinctionrebellion.be/en/extension-of-the-rebellion). De lokale autoriteiten kozen ervoor om onze stemmen te censureren met luide kerstmuziek. Maar we laten ons niet het zwijgen opleggen. {% endtab %} {% tab title="Leugensalon" %} Op zaterdag **18 januari 2020** voerde Extinction Rebellion Belgium de actie "[**Leugensalon**](https://www.extinctionrebellion.be/nl/autosalon/)" uit om het bedrieglijke beeld dat de auto-industrie van zichzelf schetst te corrigeren. Deze actie van massale burgerlijke ongehoorzaamheid hekelde de vele leugens die de autofabrikanten aan het publiek blijven verkopen om hun verkoop te verhogen ten koste van het milieu, de gezondheid van mensen en de sociale rechtvaardigheid. {% endtab %} {% tab title="Tell the truth campagne" %} Op 14 april om 10:30 publiceerde ​Extinction Rebellion België een **fictieve video speech door eerste minister Sophie Wilmès​.** In deze speech erkent de premier dat de huidige Covid-19 pandemie en de klimaat- en ecologische crisis dezelfde grondoorzaken hebben en een geïntegreerde, rechtvaardige oplossing vereisen. Ze kondigt een fundamentele democratische vernieuwing aan: politieke beslissingsmacht over een herstelplan wordt overgedragen aan een Burgerparlement. In de volgende dagen hebben rebellen hun eigen videos gepubliceerd waarin ze hun interpellatie van eerste minister delen. {% endtab %} {% tab title="Onze toekomst, onze keuzes" %} Een historisch keerpunt voor de mensheid... 14 dagen van toenemende rebellie van 15 tot 27 juni... Normaal werkte niet, hoog tijd om een nieuwe weg in te slaan! Met *Onze Toekomst, Onze Keuzes* roept Extinction Rebellion Belgium iedereen op om de gejaagde race van "de terugkeer naar het normale" een halt toe te roepen en de balans op te maken van onze samenleving. De actie ontvouwde zich in 3 fases met toenemende intensiteit eindigend in een grote burgerlijk ongehoorzame actie op 27 juni in Brussel. {% endtab %} {% tab title="Money Rebellion" %} Op 1 april 2021, nam XR Belgium deel aan een internationale golf van acties tegen de financiering van ecocide door banken. We probeerden de lobby's van ING, KBC en Euroclear te bezetten, maar zij sloten hun deuren en wij gingen de straat op. {% endtab %} {% tab title="Time for Rage" %} Op 6 november 2021 probeerden wij onze woede te uiten over de passiviteit van onze politici toen de COP26-bijeenkomst in Glasgow plaatsvond. Onze eis was de oprichting van een burgervergadering in België om de maatregelen te bepalen die moeten worden genomen als antwoord op de klimaatnoodsituatie. De politie was in groten getale aanwezig om ons te verhinderen deze actie uit te voeren. 238 mensen werden gearresteerd, de Rue de la Loi werd gedurende 2 uur geblokkeerd. {% endtab %} {% endtabs %} ### Code Rood Sinds 2022, hebben de lokale groepen van Extinction Rebellion België besloten om hun krachten te bundelen met Code Red, een beweging gesteund door verschillende organisaties, om de fossiele brandstoffenindustrie in België te blokkeren via massale publieke mobilisatie. Er is zoveel werk te doen!** {% endhint %} # Waarom moeten we rebelleren ? We laten ons niet zonder tegenstand tot uitsterven drijven door de elite en politiekers. De traditionele manier van campagne voeren werkt niet. De uitstoot van koolstof is met 60% gestegen sinds wetenschappers in 1990 voor het eerst waarschuwden voor de ineenstorting van ons ecologische systeem. Ook maken we gebruik van geweldloze burgerlijke ongehoorzaamheid. Dat doen we in de voetsporen van zovelen voor ons die voor onze vrijheden streden. We roepen ieder van jullie op, los van jullie politieke overtuiging, om mee te strijden voor het leven op onze aardbol. VERTEL DE WAARHEID** Alle instellingen moeten communiceren over de noodtoestand waarin we verkeren. We moeten duidelijk zijn over de extreme, kettingreactie-achtige risico's waarmee de mensheid nu wordt geconfronteerd, de onrechtvaardigheid die dit met zich meebrengt, de historische oorzaken ervan en de dringende noodzaak van snelle politieke, sociale en economische veranderingen. **2. HANDEL NU** Elke sector van de samenleving moet nu handelen om de uitstoot van broeikasgassen tegen 2025\* tot nul te reduceren en onmiddellijk beginnen met het beschermen en herstellen van de natuur. De hele samenleving moet overstappen naar een nieuw voorzorgsparadigma, waarin het leven heilig is en iedereen zich inzet voor het waarborgen van de toekomst **3. BESLIS SAMEN** Wij eisen een cultuur van participatie, eerlijkheid en transparantie. De regering moet een Burgerraad voor Klimaat- en Ecologische Rechtvaardigheid oprichten en zich daardoor laten leiden. Alleen het gezonde verstand van gewone mensen zal ons helpen de moeilijke beslissingen die voor ons liggen, te nemen.​​​​​​​ \ \*Toen XR in 2018 werd gelanceerd, was 2025 een realistische datum, zeven jaar in de toekomst, met voldoende tijd om te doen wat nodig was. We houden vast aan dit doel om te laten zien hoeveel tijd er verloren is gegaan.​​​​​​​ # Hoe organiseren we ons? ### ### Structuur van Werkgroepen We werken continue aan een beweging die participatief, gedecentraliseerd, transparant en inclusief is. Maar we moeten ook in staat zijn om snel beslissingen te nemen als reactie op snel veranderende situaties.\ \ We werken op een **holacratisch geïnformeerde manier** in ['**Zelforganiserende Systemen**'](https://www.extinctionrebellion.be/en/self-organising-system/), d.w\.z. dat beslissingen worden genomen door diegenen die een mandaat hebben voor een specifieke taak. Dit betekent dat beslissingen worden genomen door kleine cirkels van mensen in plaats van door grote groepsconsensus. Elke cirkel heeft één of twee coördinatoren die ervoor zorgen dat de groep regelmatig bijeenkomt, het mandaat vervult en in contact blijft met andere cirkels.\ \ Lokale groepen organiseren zich autonoom. Als ze groter worden, kunnen ze besluiten om kringen met mandaten te vormen. Zo kan er bijvoorbeeld een rekruteringskring zijn, die verantwoordelijk is voor het rekruteren van nieuwe leden en hen integreert in de groep. Er kan een commincatiecirkel zijn, die zich bezighoudt met de sociale media of de communicatie met de pers ..... Al deze groepen zijn flexibel en passen zich aan aan de aanwezige energie en behoeften van de hele lokale groep. Collectieven zijn groepen die verenigd zijn door een gedeelde interesse in een specifiek onderwerp. Growth Kills bijvoorbeeld zal zijn acties richten op het aan de kaak stellen van overconsumptie en pleiten voor het stoppen van economische groei als indicator van welvaart. We hebben ook een paar structuren die op nationaal niveau opereren: Financiën, Juridisch, IT... om middelen te behouden waar dat zinvol is. Lokale groepen en collectieven ontmoeten elkaar regelmatig online om contact te houden en te coördineren waar nodig. Je kunt deel uitmaken van zoveel groepen als je wilt, maar we raden je aan om eerst contact op te nemen met de lokale groep die het dichtst bij jou in de buurt is. Er moet dus geen toestemming gevraagd worden aan een centrale groep of autoriteit.** 1. **We hebben een gedeelde visie op verandering**, gericht op het creëren van een wereld waar nog veel generaties in kunnen leven. 2. **We richten onze missie op wat nodig is**, gebruik makend van een door het moment gedreven organiseren om de populatie te mobiliseren en systeemverandering te bekomen. 3. **We hebben een regeneratieve cultuur nodig** die gezond, veerkrachtig en flexibel is. 4. **We dagen openlijk onszelf en dit giftige systeem uit**, en verlaten onze comfortzones om actie te ondernemen voor verandering. 5. **We hechten waarde aan reflecteren en leren** volgens een cyclus van actie, reflectie, leren en meer acties plannen. Leren van andere bewegingen en omgevingen net als van onze eigen ervaringen. 6. **We verwelkomen iedereen en elk deel van iedereen** en werken actief aan veiligere en meer toegankelijke ruimten. 7. **We werken actief aan het limiteren van macht** en ruilen machtsstructuren om voor meer gelijke participatie. 8. **We vermijden beschuldigen en wijzen niet met de vinger**. We leven in een giftig systeem, maar niemand draagt daar individueel de schuld voor. 9. **We zijn een geweldloos netwerk** en maken gebruik van een geweldloze strategie en tactiek om op de meest effectieve manier verandering mogelijk te maken. 10. **We zijn gebaseerd op autonomie en decentralisatie**.
